About 207 out of the 1,472 Kagay-anons who arrived in the city from abroad or from across the country from June 14 to July 8 were allowed to undergo home quarantine for daily monitoring by barangay health workers, City Health Officer Dr. Lorraine Nery said Thursday noon (July 8 ).

“City Health Office (CHO) and barangay health workers and barangay captains examine the houses of these arrivals to determine if it can be used for quarantine quarters before we allow the arrivals to undergo home quarantine,” Dr. Nery said during Thursday noon’s press briefing.

The homebound arrivals are reminded not to go outside for their two-week quarantine and will be monitored daily for updates on their condition, Dr. Nery said.

“Any complaints or reported manifestations of symptoms of acute respiratory illness (ARI) and Influenza-like Illness (ILI) and we immediately transfer them to the city isolation units where they undergo testing,” she said.

CHO records showed that about two percent or 56 out of the 2,861 Kagay-anons classified as either locally stranded individuals (LSIs) or returning overseas Filipinos (ROFs) who arrived in Cagayan de Oro from April 30 to July 8 tested positive for COVID-19.

So far all 56 COVID-19 positive cases are asymptomatic or display no symptoms and remain in stable condition during their two-week quarantine, Dr. Nery said.

“In case we cannot accommodate these arrivals at our CIUs, we allow home quarantine provided there is strict monitoring and compliance. (Due to limited resources) we cannot produce as many CIUs as there are arrivals,” Mayor Oscar Moreno said.

Were it not for Cagayan de Oro City Hall’s efforts to beef up testing capacity for both Northern Mindanao Medical Center (NMMC) and the Department of Health regional office (DOH-10), it would have been a different situation for the city as far as dealing with Locally Stranded Individuals (LSIs) and Returning Overseas Filipinos (ROFs) is concerned.

“If we didn’t build the testing capacity of both NMMC and the DOH-10, the LSIs and ROFs would fill up the city isolation units to capacity without us knowing for sure if they are positive or not,” City Mayor Oscar Moreno said in Thursday noon’s press briefing. “The same situation goes for both the municipal and provincial governments (outside the city).”

Both City Health Officer Dr. Lorraine Nery and City Health Office (CHO) resident epidemiologist Dr. Teodulfo Joselito Retuya said the Kagay-anon LSIs and ROFs undergo reverse transcription-polymerase chain reaction (RT-PCR) tests on the fifth day of their quarantine when the symptoms of COVID-19 usually emerge.

“If they test negative there is already assurance for both the LSI/ROF and their families that they are safe to go home. If they test positive at least they remain quarantined until they test negative. The earlier we detect and test, the better for them and for us,” Mayor Moreno said.

Early detection and testing means faster turnover of isolation units for incoming LSIs, ROFs and residents testing positive for COVID-19. City Hall acquired and lent two RT-PCR machines each for both NMMC and DOH-10 as well as two automated extractor machines to double and speed up testing capacity.

While concern over the number of Locally Stranded Individuals (LSIs) and Returning Overseas Filipinos (ROFs) testing positive of COVID-19 is understandable, Cagayan de Oro City residents should not be paralyzed by fear and call for a moratorium on their arrivals.

“Of the 2,777 Kagay-anon LSIs and ROFs [who] arrived in Cagayan de Oro City for the period of April 30 to July 7, 2020, about two percent or 53 of them tested positive,” CDO Mayor Oscar Moreno said during Wednesday noon’s (July 8 ) press briefing.

“If we agreed to a moratorium (and their flights and trips are delayed for months and they stayed longer) mosamot ang atong problema (our problem will only get worse).”

Of the 53 recorded positive cases of LSI/ROFs for the April-July period, about seven recovered while 46 remain under quarantine. The first recorded COVID-19 positive case involving an LSI/ROF was in late May, Mayor Moreno said.

“But if we didn’t isolate the 2,777 LSIs and ROFs at our facilities immediately upon their arrival to the city (and instead turned them away), where would they be now?” Moreno said.

City Health Office (CHO) resident epidemiologist Dr. Teodulfo Joselito Retuya earlier said there is no guarantee that imposing a moratorium on Kagay-anon LSIs and ROFs arrivals would reduce the number of COVID-19 cases.

City Health Officer Dr. Lorraine Nery said the risk of infection for LSIs and ROFs remain high due to their delayed trips which force them to stay in crowded holding areas in Manila and Cebu.

“From April to July the city managed to keep the number of COVID-19 positive LSI/ROF cases down despite the 2,777 arrivals from April to July. Basta ato ni silang atimanon (So long as we care for them), they will either test negative after two weeks or eventually recover after two weeks of quarantine,” Moreno said.

Region 10 COVID-19 cases now at 238

As of July 7, Northern Mindanao (Region 10) has marked a total of 238 COVID-19 Positive Cases. Out of the 238 positive cases, 203 came from Locally Stranded Individuals (LSIs) or Returning Overseas Filipinos (ROFs).

Cagayan de Oro City alone reached 76 (actual count) positive cases; 51 of which are LSIs/ROFs. Figures from CDO also indicated 52 out-patients, 17 recoveries, 6 deaths, and 1 currently admitted at the Northern Mindanao Medical Center (NMMC), the designated COVID-19 regional hub.

Region 10 is currently under the Modified General Community Quarantine (MGCQ).

The MGCQ status is the transition phase between GCQ and New Normal when the following temporary measures are relaxed and become less necessary: (1) limiting movement and transportation, (2) the regulation of operating industries, and (3) the presence of uniformed personnel to enforce community quarantine protocols.

Cagayan de Oro City alone reached 73 positive cases; 51 of which are LSIs/ROFs. Figures from CDO also indicated 50 out-patients, 16 recoveries, 6 deaths, and 1 currently admitted at the Northern Mindanao Medical Center (NMMC), the designated COVID-19 regional hub.

Cagayan de Oro City Mayor Oscar Moreno profusely thanked some of the city’s hotels, inns, and pension houses for agreeing to and providing discounted rates to the city to house the Locally Stranded Individuals (LSIs) and Returning Overseas Filipinos (ROFs) for their two-week quarantine.

“The city government is spending so much for the food and lodging of the LSIs and ROFs who are native Kagay-anons, including the personal protective equipment (PPEs) of the City Hall teams in charge of fetching and transporting the LSIs and ROFs as well as disinfecting the rooms used to house them,” Mayor Moreno said during Saturday noon’s (July 4) press briefing.

The mayor said the hotels, inns, and pension houses agreed to the discounted rates in lieu of their commercial rates which would have made it more costly for the city to pay for. “There were also some accommodation establishments that agreed to provide some rooms for free and for that I am grateful to them,” Mayor Moreno said.

Mayor Moreno said providing comfortable accommodations for the LSIs and ROFs for their two-week quarantine is one of the cornerstones of Cagayan de Oro City Hall’s non-pharmaceutical Interventions. City Hall has currently 28 City Isolation Units to house LSIs, ROFs, and COVID-19 positive cases in the city.

“Even if they are positive, so long as they are stable and asymptomatic, they can eventually recover from COVID-19. This is based on the COVID-19 spectrum of disease by health authorities which show that 85 percent of asymptomatic, stable COVID-19 cases usually recover after two weeks of quarantine. Those that test positive will remain confined until they test negative,” Mayor Moreno said.
