124 COVID POSITIVE CASES IN REGION X

From January 31 to June 30, Region 10 (Northern Mindanao) has marked a total of 124 COVID-19 Positive Cases. Of the 124 cases, areas have tallied the following figures:
-Bukidnon - 15 (Recovered: 6)
-Camiguin - 4 (Recovered: 1)
-Lanao del Norte - 23 (Recovered: 3)
-Misamis Occidental - 23 (Recovered: 12; Death: 1)
-Misamis Oriental - 10
-Cagayan de Oro City - 39 (Recovered: 11; Deaths: 6)
-Iligan City - 10 (Recovered: 4; Deaths: 2)

All the above-mentioned areas are under the Modified General Community Quarantine (MGCQ). This status is the transition phase between GCQ and New Normal when the following temporary measures are relaxed and become less necessary: (1) limiting movement and transportation, (2) the regulation of operating industries, and (3) the presence of uniformed personnel to enforce community quarantine protocols.

On the other hand, the New Normal refers to the emerging behaviors, situations, and minimum public health standards that will be institutionalized in common or routine practices and remain even after the pandemic while the disease is not totally eradicated through means such as widespread immunization. These include actions that will become second nature to the general public as well as policies such as bans on large gatherings that will continue to remain in force.

Under the latest Inter-Agency Task Force (IATF) Guidelines and DTI MC-20-33, internet and pisonet cafés in areas under MGCQ can already operate at a 50% operational capacity, but limited to work and educational purposes only.

The City Government of Cagayan de Oro will continue to monitor establishments in order to ensure that these guidelines are strictly observed and complied with; failure to do so will result in the closure of the establishment.

The National IATF issued Resolution No. 38, dated May 22, 2020, which allows “other Category IV and all other establishments not permitted to operate under previous sections of these Guidelines” to operate “at a maximum of fifty percent (50%) operations capacity.”

According to the city guidelines: “While this basic requirement addresses a non-pharmaceutical intervention of social or physical distancing, it does not however, by itself, completely address the prevention of a possible spread of the Covid-19 virus between and among the customers and the staff of such establishments.”

Minimum public health standards shall be complied with at all times for the duration of the Modified General Community Quarantine, which is the current status of CDO.

Other non-pharmaceutical interventions are required for implementation in the entire city with respect to Internet Café and Pisonet operations. You may refer to the Preventive Measures below.

The Nagkahiusang Magsusulat sa Cagayan de Oro (NAGMAC) is a young artists’ collective of new-wave poets, essayists, fictionists, playwrights, screenwriters, translators, and editors. It provides a platform for local writers, artists, and musicians to showcase their talents and enhance their skills through workshops hosted by the group.
 
NAGMAC offers a venue for editorial development and a support group for those making a career with their creative works. Its goal is to create an open artistic circle within the city that recognizes up-and-coming homegrown talents. It envisions an inclusive community of literate and discerning readers and patrons of regional literature and the arts. NAGMAC is registered with the Securities and Exchange Commission (SEC).
 
“CdO Poetry Night” is a bimonthly gathering of local talents sponsored by NAGMAC. Due to COVID19, NAGMAC moved its poetry night online via its Facebook page (facebook.com/cdopoetrynight). Themed ‘Lingkawas,’ the first “Online CDO Poetry Night” was held last June 13, 2020, in partnership with FundForward Initiative − a local crowdfunding platform that supports small-scale, vulnerable communities greatly affected by the pandemic.
 
The live session featured the works and poetry readings of NAGMAC members Noven Brix Deguit, Keith Abellanosa, Zsarlette Alanne Cabana, Ruth Cuizon, Ben Aguilar, John Carlo Beronio, Aember Gica, Noeme Tabor- Farjani, Amelia Agbayani, Jet Hokin Paclar and Abigail James. The event was hosted by Adeva Esparrago.
 
It also had an Open Mic portion participated in by 11 guests and local talents who performed their own pieces. The SK Federation through the office of Kagawad John Michael Seno gave prizes in cash and in kind to 7 lucky winners.
 
Abigail James’ poetry tried to make sense of the ‘new normal.’’ Her “In an Effort to Feel Normal” detailed how the pandemic abruptly ‘derails plans, but gives the gift of time.
 
Noeme Tabor-Farjani reflected on daily living as she chronicled her days since the beginning of the quarantine: ‘Meanwhile,/ The parades of photographs/ The proud empty cups/ The foodless feasts/ Poisoned drinks/ And endless strings of words,/ The mockery of all these…/ Are all we need/ To replace the hug, The kiss, The touch and hand to hold, The quiet, warm body/ That knows the meaning/ Of your wordlessness./ Until then, our Longings/ Settles in the fancies/ Of virtual life.’
 
NAGMAC, with the help of its generous donors, raised Php 7,200 from the event. All the proceeds went to Feed the Vulnerable, an organization that helps senior citizens and persons with disabilities from Barangay Consolacion, Cagayan de Oro City, gain access to medicine and adequate food.

Cagayan de Oro City Mayor Oscar Moreno has issued Executive Order No. 80 on June 19, 2020, requiring all business establishments “prior consultation and coordination” with the City Health Office or the Department of Health - Region X before undertaking Rapid Test Procedures for COVID-19.

All diagnostic and laboratory centers in the city shall comply at all times, with all requirements of laws and such regulations of the DOH and City Government of Cagayan de Oro as may be applicable.

As part of the reportorial requirements, all diagnostic and laboratory centers in CDO which undertake rapid testing shall immediately submit the results of their tests to the CHO for the appropriate action.

The said EO shall be enforced by the CHO and the CDO Police Office (COCPO). Any violation of the order will result in the cancellation of the business permit issued to the errant business establishment, without prejudice to the filing of the appropriate case/s in court for possible violation of existing laws.

Philippine Independence Day 2020

This year’s celebration of Philippine Independence Day shines the spotlight over to our nation’s heroic frontliners in the battle against the coronavirus disease pandemic amid simpler ceremonies following health and safety protocols to curb the spread of COVID-19.

The commemoration carries the theme “Kalayaan 2020: Tungo sa Bansang Malaya, Nagbabayanihan, at Ligtas (Kalayaan 2020: Towards a Free, United, and Safe Nation)” in various celebration sites across the nation, including Cagayan de Oro City.

Through our simple acts, we can celebrate our independence. This pandemic will not stop us Filipinos from celebrating our freedom, a freedom won and defended by our heroes past and present.

The “White Water Junkies” are the funny and friendly river rafting guides of Kagay-an Bugsay Rafting, one of the rafting outfitters here in the city. After the tourism in the entire country collapsed due to the COVID-19 pandemic, the famous river rafting in Cagayan de Oro City has also come to a halt. Consequently, all river rafting guides including the White Water Junkies bid goodbye to the river momentarily.
 
For almost a month left with nothing else to do, and being away from the river that has become their playground for a very long time, these guys have finally got an opportunity to break the curse of doing nothing. On April 12, 2020, the White Water Junkies head out on an Easter Sunday Food Drive, in partnership with a non-profit organization called “Para sa Bayan ni Juan,” a group extending help and support to frontliners and those whose livelihoods were affected by the community quarantine.
 
The recipients of the food drive are the friends and families of fellow river rafting guides living in Sitio Aura, Barangay Mambuaya, a 35-minute drive from Divisoria. Sitio Aura is known to be the starting point of river rafting of the lower section course.
 
The White Water Junkies prepared food for more than 100 people. They utilized their talent and skills in cooking for famous Filipino dishes such as Pork Adobo, Chicken Adobo, Pork Caldereta, Bam-i. They also prepared bread and Ube Halaya. Those were simple recipes but certainly delicious.
 
As they arrived in the area, everyone helped each other to prepare everything. They invited everyone who is there to join for a sumptuous meal. Parents and children sat in and shared evenly as the water junkies served all the delicious food cooked for them.
 
Everyone was happy, especially for the White Water Junkies who never expected to do such thing in the midst of the community quarantine. The sense of fulfillment it brought to themselves was amazing.
 
Dong Wabe, a river guide, shared his experience: “Kato na adlaw na nakita nako and na-remind ko nga naa g’yud mga tao na gusto mo tabang bisag kita na tanan ang naka sinati sa crisis. Malipay ta kay bisag sa gamay na lihok nakatabang pod ta sa uban. Mao pod ni isa sa akong mga realization nga usahay na kong gusto ta mutabang sa uban na di ta maka tabang kay wala tay makahatag pero usahay diay kay mahimo lang ta nga instrumento para makatabang. Naay mga tao na gusto mo tabang pero di sila pwede maong kita ang mahimong instrumento para mahatag sa mga tao nga nangailangan. Sobra ko ka lipay na makita ang mga tao na na lipay sa ilang nadawat.”
 
Another river guide, Fercel Mipaña, said: “Malipayon kay nakatabang, dili lang sa uban Ang kaugalingon natabangan. Ang camaraderie sa mga guides didto nato makita ang pagtinabangay sa panahon sa krisis.”
 
Helping and supporting one another is the best thing to do in this difficult time. Giving should be put into practice. If there is nothing to give, be an instrument to those who are in need. A little help can create a huge impact on people while we are going through this crisis.

For over five decades, Xavier Science Foundation, Inc. (XSF) has been championing sustainable development in Mindanao; instrumental in connecting communities to various stakeholders in addressing pressing issues over ancestral domain, poverty, primary healthcare, environmental protection, to name a few.
 
XSF has also been at the forefront in reaching and helping distressed communities during crises like Typhoons Sendong, Pablo, and Vinta and during the Marawi Siege. Thus, as the country continues to grapple with COVID-19, XSF launched a fundraising campaign dubbed as “Tulay” (Binisaya word for “Bridge”).
 
Pursuing its thrust of “bridging science and communities” despite the setback brought by the ongoing global pandemic, XSF aims to bridge hope and compassion by integrating humanitarian (cash and food relief) assistance to vulnerable communities, support local government units, and community-driven solutions, as well as to initiate recovery through rural agricultural innovations.
 
On April 25 and 26, XSF conducted its first leg of distribution of food relief assistance to its partner-communities within CdeO. They were able to distribute 151 packs in Barangay Dansolihon and 122 relief packs in El Gaucho, Upper Puerto; reaching a total of 173 households.
 
As the quarantine measures have been relaxed in several parts of Mindanao, XSF’s Tulay is gearing towards reaching upland communities in Mount Kalatungan Range, particularly the indigenous (lumad) people., and thus, XSF is calling all Kagay-anons to donate.
 
Working as the focal person for XSF’s Payment-For-Ecosystem (PES), Xyla Mercedita “Tat” Gualberto stressed that the indigenous communities in the hinterlands of Bukidnon play a crucial role in protecting its forests that impacts the Cagayan River Basin and protect the communities downstream from flash floods.
 
“With our geographical setting, what they do upstream really affects us here down,” she said. “Apart from that, they are also our source for food; producing valuable crops and vegetables that are being brought and sold here in the City.”
 
On the other hand, Tat stressed out that these upland communities do not just have to grapple with the economic implication of the ongoing pandemic but also with the recent natural phenomena.
 
“They are affected since their income has been lessened due to the pandemic with the impact of COVID-19 on their livelihood and with the heat waves (hulaw) last summer. Though recently it started to rain in their areas, they still need our help to make ends meet during these times.”
 
Tat is inviting all Kagay-anons to extend their help to the vulnerable communities in the upland areas.
 
“In behalf of Xavier Science Foundation Inc., I call upon our community to donate to #XSFtulay to help our lumad brothers and sisters whose livelihoods have been affected by COVID-19.
 
“Your donations will help us reach vulnerable communities around Mt. Kalatungan Range," Tat said. "In these trying times, let's make sure no one gets left behind.”

Tabang Sikad is an initiative powered by concerned youth — an idea which was fanned by Ash Garaula and Ishii Ng, and quickly picked up by Liam Osorio and Nekka Abueve — who wish to empower, support, and provide for the trisikad drivers of Cagayan de Oro City. Trisikad drivers, being the unsung heroes and frontliners, whose livelihood has been badly affected since the beginning of quarantine. The project aims to provide for the daily needs through funds raised from a donation drive. In addition, the project also intends to educate its beneficiaries about the pandemic in terms of its health and economic aspect. Lastly, Tabang Sikad hopes to create a network that can help during and after COVID-19.
 
Originally, its beneficiaries were the Vtoda of Barangay Carmen, but with word of their initiative quickly spread throughout and the influx of donations coming in, Tabang Sikad has since decided to replicate their activities to other trisikad drivers in the city one toda at a time.
 
Since then, Tabang Sikad has achieved more than what they had ever hoped: It now has 326 beneficiaries, sponsored food packs were distributed to 50 drivers, 7 todas have joined in, 6 barangays have been reached, a relief distributions process (composed of sanitation, disinfection, with information drive every distribution) was conducted, and initiatives (FundForward, UniteforCDO of Quina Sisters) have been partnered with.
 
Private donors and sponsors — like Generika, have partnered as well, including 56 individuals. Recently, Tabang Sikad has launched an online store that sells rice, egg, noodles, ecobags, face masks — to name a few, with its earning proceeding to help raise funds to support trisikad drivers in Barangay Lapasan.

Over the course of the pandemic, we had to adjust to a new normal. Transitioning from anticipating summer to staying at home and practicing social distancing. No one was prepared for this, leaving people to worry about their job security and supporting their family with no help.
 
There were those who saw this problem and how it was affecting their community. Initiated by the youth and driven by their passion, Tabang Uswag is a project created by Mico Galon and his fellow SK-youth officers and volunteers as a response to help their community. It aimed to help the workers during the pandemic. Their community included the quarrymen and sikad drivers of Kauswagan, later on, it also included barangay elders with at-risk families.
 
Over the course of a few weeks, they were able to raise a total of Php36,265 that went to 115 food packs, given to 30 quarrymen and 85 sikad drivers; as well as 40 hygiene kits given to barangay elderlies. They also received 150 kilos of rice, 110 cups of siomai rice, 70 food packs, 8 sacks of veggies, 5 trays of eggs, 40 bath soaps, and a box of coffee with the help from in-kind donations and with the help of 31 sponsors and 17 volunteers they were also able to give relief packs that contained rice, sardines noodles, Winrox, quash, eggplant, carrots, bell-peppers and tomatoes to the community.
