The proposed Code seeks to focus on the prevention, treatment, and rehabilitation of persons who use drugs by providing the operational framework, the mandates from the city to the barangay, and the resource allocation needed to run the program in an attempt to provide human-rights based approach in the drug policy, recognizing that we are engaging with human beings dealing with a health concern.
